The EE key origin
The name comes from the Enter Exponent key on engineering calculators. After you type a significand and press EE, the display shows EE between significand and exponent.

Reading the full value
For 4.7 EE 3: take 4.7 and move the decimal right 3 places to get 4,700. For 5.0 EE -3: move left 3 places to get 0.005.
